Juvenile Justice and Cross-System Initiatives
The Juvenile Justice and Cross-Systems Initiative team supports best and evidence-based practices to increase access, engagement, and effective treatment for children, youth, young adults and families involved in multiple youth-serving systems. This team works from a System of Care philosophy with multiple systems including juvenile justice, child welfare, behavioral health, recovery, managed care, education and community-based programs in partnership with family and youth led organizations.
Initiatives
NC Juvenile Behavioral Health Partnerships (JJBH Partnerships, also known as Juvenile Justice Substance Abuse Mental Health Partnerships)
NC JJBH Partnerships is a statewide initiative to address the mental health and substance use needs of young persons and families in contact with the juvenile justice system. UNCG works with 21 local teams across North Carolina who work to increase access to effective, family-centered services and supports for juvenile justice-involved youth with substance use and/or mental health challenges. This System of Care based initiative involves the Local Management Entity/Managed Care Organization (LME/MCO), the local Department of Public Safety, and Service Providers. Healthy Transitions Project
North Carolina’s Healthy Transitions Project is a partnership of state and local community agencies and youth led organizations. The North Carolina Division of Mental Health, Developmental Disabilities and Substance Abuse Services is implementing a coordinated system of outreach, assessment, and care coordination integrating youth peer partners to improve access to treatment and support services for transitional age youth ages 16-25 who have a serious emotional disturbance (SED) or serious mental illness (SMI). UNCG provides evaluation and local project management support.

Tiered Care Coordination Pilot project
This tiered care coordination model connects Child Welfare and Juvenile Justice youth and their families to behavioral health services to support reunification efforts and prevention to moving deeper into the corrections system. This pilot was funded through the Governor’s Task Force and works in partnership with the Division of Mental Health.
NC High Fidelity Wraparound Training Program
The NC High Fidelity Wraparound Training Program (NC HFWTP) supports statewide expansion of high fidelity wraparound and the growth of HFW teams across the state. The program assures a high-quality training, credentialing and monitoring system is in place and that fidelity to the model is consistently implemented at the local level. The NC HFWTP Model is grounded in the national standards and requirements set forth by the National Wraparound Institute (NWI).
